FEDERAL STATISTICAL SUPERVISION OF FISH CATCH,
EXTRACTION OF OTHER WATER BIORESOURCES AND WITHDRAWAL OF OBJECTS
COMMERCIAL AQUACULTURE (COMMERCIAL FISH FARMING)
In accordance with subparagraph 5.5 of the Regulations on Federal Service of state statistics, approved by Decree of the Government of the Russian Federation of June 2, 2008 N 420, and in pursuance of the Federal Plan of Statistical Works, approved by Decree of the Government of the Russian Federation of May 6, 2008 N 671-r, I order:
1. Approve the quarterly form of federal statistical observation N 1-P (fish) "Information on the catch of fish, the extraction of other aquatic biological resources and the withdrawal of objects of commercial aquaculture (commercial fish farming)" submitted by the Ministry of Agriculture of the Russian Federation, with instructions for filling it out, collecting and processing data on which are carried out in the system of the Federal Agency for Fishery, and put it into effect from the report for January - June 2017 (Appendix).
2. Establish the provision of data according to the form of federal statistical observation specified in paragraph 1 of this order at the addresses and terms specified in the form.
3. With the introduction of the statistical tools specified in paragraph 1 of this order, to recognize as invalid the order of Rosstat dated January 16, 2015 N 5 "On approval of statistical tools for the organization by the Federal Agency for Fisheries of federal statistical monitoring of the catch of fish, the extraction of other aquatic biological resources and the production of fish and other products from them, the production of commercial aquaculture products (commercial fish farming).

II. Filling in indicators of form N 1-P (fish)
7. The indicator "Catch of fish and production of other aquatic biological resources" includes data on the catch of all types of fish, invertebrates (crustaceans, mollusks, echinoderms), algae, marine mammals (whales, sea animals) caught in the exclusive economic zone of Russia, economic ( fishing) zones of foreign states and open areas of the World Ocean, in internal natural reservoirs, reservoirs and ponds.
When filling out this section of the form, one should be guided by the lists of aquatic biological resources and fishing areas given in Appendices No. 1 and No. 2 to this form.
8. Raw fish sent for dog food (Kamchatka, the Okhotsk coast, etc.), as well as artificially grown fish, are included in the total catch of fish, including each specific species. Raw fish used for the production of non-food products should not be shown in total quantity, but included in the type of fish to which it belongs.
Economic entities of all forms of ownership that fully or partially deliver raw fish for further processing to other economic entities, in the report provide data on the total catch of fish, including that submitted for further processing.
9. Fish farms in the data on the catch of fish include fish grown and handed over to the trading network or processing business entities, as well as fish placed for overexposure in special cages and pools and accepted for safekeeping.
10. Not included in fish catch data:
Fish consumed by fishermen in the fishery for their own food (into the boiler), as well as used for bait;
Raw fish and confiscated fish received for processing from third-party economic entities;
Pond fish sold as breeding material (fry, fingerlings, yearlings), as well as two-year-old herbivorous fish (silver carp, grass carp).
11. The extraction of shell rock for the production of shell groats and fodder flour is reflected in code 514 (Appendix N 1).
12. Data on the catch of fish and the harvest of other aquatic biological resources are given in tons, the harvest of sea animals and whales - in tons and heads.
13. Information about the catch is given for each fishing area and each object of fishing, as well as the total catch (for all fishing areas and all objects of fishing). This information is provided in section 1 of the form as follows.
On line 001, column 3 "Actually for the period from the beginning of the reporting year" provides data on the total catch of fish and the production of other aquatic biological resources, column 4 "Actually for the corresponding period of the last year" shows similar information for the corresponding period of the last year in accordance with the methodology reporting year.
If an economic entity does not catch fish and harvest other aquatic biological resources, but produces marketable fish food products from purchased or give-and-take raw materials, then section 1 of the form is not filled in by him, but sections 2, 3 and 4 are filled in.
An economic entity with which agreements have been concluded on the conduct of joint activities or agreements on time charter, bareboat charter and other types of lease of ships and which fishes, sea animals and seafood with its own or rented fleet, but does not produce marketable fish food products, canned food and preserves fish and seafood or food, feed and other technical products, fill in section 1 "Catch of fish and production of other aquatic biological resources" and section 4 "Economic indicators".
An economic entity with which agreements have been concluded on the conduct of joint activities or agreements on time charter, bareboat charter and other types of vessel leasing and is engaged only in the production of marketable fish food products, canned and preserved fish and seafood, as well as other food, feed and other technical products (without catch), fills in sections , , .

Section 3. Production of fish products in physical and value terms
Culinary products (926600) include culinary products from fish, herring, caviar, minced fish and seafood, fish flour, fish and vegetable products (cutlets, meatballs, sausages, sausages, pates, pasta, dumplings, cabbage rolls, saltwort, salads, vinaigrettes, pies, kulebyaki, etc.), boiled, smoked-baked and fried fish, fish sticks, fried fish in batter, jellies and jellies from fish, sets of soups, etc. Culinary products do not include minced food and special cut fish.
Other food waste (food waste from cutting) (926700) includes products obtained during the cutting of fish and food seafood, in particular, heads and cuts of salmon, sturgeon, halibut and other fish, milk, liver and others used for the preparation of food dishes. Heads, tails, fins and other fish waste used as fodder for livestock and fur-bearing animals are not included in the item "other food waste (food waste from cutting)".
19. Data on the volume of production of canned and preserved fish and seafood are given in thousands of conditional cans. A conventional can for canned and preserved fish and seafood is a physical can N 8 with a net weight of 350 g.
20. Canned and preserved fish include special and spicy salted fish in a tightly closed container weighing no more than 5 kg and non-sterilizable canned food (preserves).
According to the indicator "feed fish and whale meal" (928200), feed fish meal (928210) and meal from seafood, whales and sea animals (928220) are taken into account.
21. Each type of manufactured product must be accounted for in two units of measurement: in physical units (tons, pieces, thousand conventional cans) and its cost (thousand rubles).
22. The range of marketable fish food products released by an economic entity must correspond to the species composition of the fish and other aquatic biological resources caught and accepted for further processing, taken into account in the sections and forms. For example, if in section 3 of the form of data on the release of herring of all types of processing (code 926900), in sections 1 and 2 of the form, information on the catch or acceptance of herring should be given. If salmon caviar (926430) or canned natural salmon (927133) is indicated in the range of commercial fish food products produced, then salmon caviar should be listed in the catch or intake data.
The weight of the manufactured products must correspond to the weight of the raw materials from which it is made, taking into account the norms of output.
The volume of commercial fish food products, including canned fish (920003), must be greater than or equal to the volume of commercial fish food products (excluding canned fish) (926000).
The volume of marketable fish food products (without canned fish) (926000) must necessarily be equal to the sum of data on its assortment: live fish (without herring) (926110), chilled fish (without herring) (926120), frozen fish (without herring) ( 926130), fish ice cream fillet (without herring) (926140), special cut fish (without herring) (926150), minced food (926160), salted fish (without herring) (926207), spicy salted and marinated fish (without herring) ( 926260), smoked fish (without herring) (926301), dried-dried fish (926304), balyk products (926306), caviar (926400), food seafood (926500), culinary products (926600), other food waste (food waste from cutting) (926700), herring of all types of processing (926900), as well as other types given in free lines.
The names of other types of products and their codes must comply with the above-mentioned All-Russian classifier of products.
Data on the production of frozen fish (excluding herring) (926130) must be greater than or equal to the data on the production of frozen fish, whole (926131).
Data on the production of caviar (926400) should be equal to the sum of data on the production of sturgeon caviar (926420), salmon caviar (926430) and other (926490).
The volume of production of edible seafood (926500) must be greater than or equal to the volume of production of boiled-frozen crabs (926506).
The volume of production of canned fish and seafood (927000) must necessarily be equal to the sum of the production of canned fish (without preserves and canned seafood) (927100) and fish preserves (canned fish non-sterilized) (927200), canned seafood (927300) and preserves from seafood (927400).
The volume of production of canned fish (excluding preserves and canned seafood) (927100) must be greater than or equal to the sum of the volumes of production of canned food in oil (927110), canned food in tomato sauce (927120), natural canned food (927130), canned fish other (927160) .
The volume of production of natural canned food (927130) must be greater than or equal to the sum of the production volumes of natural canned crab food (927132) and canned natural salmon food (927133).
The volume of production of food, feed and other technical products (928000) must necessarily be equal to the sum of the volumes of output of fish oil, whale and sea animals (928110), fodder fish and whale meal (928200), fodder products from fish (928310), meat of sea animals fodder (928372), agar, agaroid (928410), sodium alginate (928420), mannitol (928493), sea animal skins (928970), other non-food products (928902).
The volume of production of fish, whale and sea animal fat (928110) must be greater than or equal to the sum of the output volumes of medical fat (928111), veterinary fat (928112), technical fat (928115).
The volume of output of fodder products from fish (928310) must be greater than or equal to the sum of the volumes of minced fodder (928311).
Section 4. Economic indicators
When filling out Form N 1-P (fish) by an economic entity, it should be borne in mind that its data must correspond to similar data given by it in other reporting forms.
With the entry into force of this Procedure, the previously existing Instruction for filling out the form of federal state statistical observation N 1-p (fish) "Information on the catch of fish, the extraction of other aquatic biological resources and the production of fish products", approved by the Decree of the State Statistics Committee of Russia dated September 25, 2000 N 87, is canceled .

When filling out form N 1-p (fish), it should be borne in mind that its data must correspond to similar reporting indicators in form N P-1.
With the introduction of the said Instruction, the previously valid Instruction on the preparation of reports by production associations (combines), enterprises of the fishing industry and fishing collective farms on the implementation of the production plan approved by the Central Statistical Bureau of the USSR of December 22, 1976 N 4-72 should not be applied.
