Access to the requested resource is restricted by Roskomnadzor. A cruel joke with the normal operation of a simple site that does not violate the law.

For about six months now, my subscribers have been periodically complaining that they cannot watch the video tutorials that they subscribed to in the email newsletter. The messages were different in nature, but in meaning they were very similar.

Subscribers wrote that the site simply did not open, or when clicking on a link from an email, a message of the following nature appeared:

Dear users! We apologize, but access to the requested resource is limited.
Possible reasons access restrictions:

Here is a screen with "Access to the requested resource is restricted."

  1. Access is restricted by a court decision or on other grounds established by law Russian Federation.
  2. The network address that allows you to identify a site on the Internet is included in the Unified Register of domain names, page indexes of Internet sites and network addresses that allow you to identify sites on the Internet that contain information whose distribution is prohibited in the Russian Federation.

You can check the presence of a network address in the Unified Registry in the "Register View" section on the website http://eais.rkn.gov.ru

  1. The network address that allows you to identify a site on the Internet is included in the Registry of Domain Names, Web Site Page Pointers on the Internet and Network Addresses that Allow You to Identify Internet Sites Containing Information Distributed in Violation of Exclusive Rights.

You can check the presence of a network address in the Registry in the "View Registry" section on the website nap.rkn.gov.ru.

Having checked your site in the registry of ROSCOMNADZOR, the site and the IP address on which it is located do not appear in the registry of prohibited ones.

A letter to the support service with a request to explain the reason for blocking the site did not give any result. Below is the correspondence.

"Hello.

My name is Alexander Novikov, my personal site with my video tutorials located at http://just-sites.ru is mistakenly issued in some areas as "LIMITED ACCESS". Here is a picture sent to me by my subscribers:

I checked my site in the register of prohibited sites http://nap.rkn.gov.ru/reestr

The site is not listed as a page in the registry on the grounds provided for in Article 15.2 of the Federal Law of July 27, 2006 No 149-FZ

I am attaching screenshots.

I did not have any restrictions, the site worked perfectly without problems.

I have now taken 2 steps to resolve the issue.

1) I purchased a new domain for the site and a full copy of the site works at http://izi-site.ru The site is located on a different hosting, which means a different IP address of the site.

2) A letter was sent to Rostelecom's support service http://www.rostelecom.ru/contacts with a request to resolve the problem with blocking the site in various regions, but no response has been received yet.

I got to Rostelecom by correspondence with clients and my subscribers who had my site blocked, most of them had one provider, in 70% of cases it turned out to be Rostelecom, some had a local provider, which, most likely, was an intermediary .

I hope my article will help you solve a similar situation if your site has similar blocking from providers.

As soon as I receive a response from Rostelecom, I will immediately unsubscribe in the comments.
I SORRY to everyone who could not get to the page with lessons after subscribing.

Quick creation of a simple site: http://izi-site.ru

One “beautiful” day, when you try to go to a site, you may see a page instead of this site with the following message: “ Dear users! We apologize, but access to the requested resource is limited”, or with this: “ Blocked by decision of federal executive authorities”, and like this: “ The resource at this IP address is blocked by the decision of the state authorities”.

If your provider beeline, the message might look like this:

If you have ErTelecom or Home ru, you might see something like this:

Rostelecom gives out this:

Most often, this means that this site has somehow violated the laws of the Russian Federation, and upon request Roskomnadzor your ISP has blocked access to it.

But it may also be that this site is blocked illegally. Perhaps it is on the same server as the “offending site” and they have . And Roskomnadzor or your provider, without understanding who is right and who is wrong, simply blocked access to this IP.

If you want to know the reason for the blocking, then you need to go to the site Roskomnadzor, where the Unified Register of Prohibited Sites is located.

Here we enter the name of the blocked site in the search box, then type the captcha and click the “Find” button:

If just by domain name the blocked resource will not be found - do not rush to rejoice. Need to check and URL, and by IP address(see how to find out the IP address of a site).

In my case, when I entered the full URL of the site (this is when with http://www.), it turned out that he was indeed entered in the register. It was also found by IP address.

This means that the provider quite rightly blocked access to this resource. The owner of this site should already understand the specific reasons for the blocking - your powers end there.

In the event that you checked the site by all means (both by domain name, and by IP address, and by URL address), but it was not in the register of prohibited sites, then you need to contact your Internet provider. This can be done by calling tech. support, but it is better to write to the official forum for subscribers. Almost all providers, even the smallest ones, have their own forum. Let them explain to you the reason for blocking the site.

If you often surf the Internet, you must have come across sites that when you go to which you notice the message "Access to the Internet resource you requested is limited." If this is a random site that was suggested to you on a forum to explore new program, then you close it without regret and forget about it. But there are other situations as well. For example, you downloaded an antivirus, but you need keys to activate it, and the site with the keys is blocked. In this case, you will need access to the site. We will discuss how to bypass the blocking later in the article.

In fact, there are a lot of blocked sites by government agencies. Some of the most popular sites that have been blocked over the past few years are Kasparov.ru, Grani.ru RuTracker, etc. character. If you have a website or want to check any website for blocking, visit the Roskomnadzor page http://blocklist.rkn.gov.ru/. Enter address home page site in an empty line, enter the captcha and click "Search".

A universal way to gain access to sites, when visiting which the message “Access to the requested resource is limited”, is to change the country of residence.

Due to the ban on means to bypass blocking, some of the tools listed in the article may not work on the territory of the Russian Federation since November 2017.

1. Install VPN plugins for desktop browsers

Perhaps this way to bypass the lock is the easiest. It is enough to install a VPN plugin for your browser and enable the function while working with resources that are not available in the country.

Everything is elementary: you click on the button - and the extension switches the browser to special treatment where geographic restrictions do not apply. Having completed work with an unblocked site, you can turn it off just as simply - with one button.

pros. In addition to simplicity, this method is convenient in that it most likely does not require you to change your favorite browser. After all, popular Internet browsers support VPN plugins. In addition, such extensions encrypt traffic, which provides additional protection user data on the web.

Minuses. While there are free VPN services, most are subscription-based.

Free VPN plugins for Opera and Yandex Browser

2. Use browsers with built-in blocking bypass tools

Some browsers are able to bypass blocking without third party programs thanks to built-in VPN technology. For example, in the popular Opera, it can be enabled in the settings, in the "Security" section. The VPN feature also works in mobile versions browser: you just download the application to your tablet or smartphone and enjoy the Internet without borders.

Other browsers work with blocked sites through Tor. This technology is based on an intricate chain of servers through which encrypted traffic is transmitted anonymously. The Tor browser allows you to bypass Internet restrictions without additional settings.

pros. Free, easy to use and more secure.

Minuses. If you're used to Chrome, Firefox, or whatever, you probably don't want to completely switch to Tor or VPN browsers. In this case, you will have to use several browsers for different tasks.

3. Download VPN Apps

Let's say your browser doesn't support plugins and doesn't have built-in VPN features. But you do not want to change it to another for the sake of fighting blocking. In this case, instead of a plugin, you will need a special VPN program for Windows, macOS, Android, or iOS. It will work just like the extension, but regardless of the browser. You can download such software on the websites of VPN services.

pros. VPN programs not only open, but also allow you to use applications that are not available in the country.

Minuses. You will have to download and install additional software on your device. And, as mentioned above, not all, but many VPN services are paid.

4. Use proxy services

Another popular way to view blocked sites is through a proxy. This is the name of the intermediary server, which is located in another country and redirects your traffic through itself. If the desired site is not blocked in this country, then you will get access to it through a proxy.

To use this technology, you need to go to the website of the proxy service, select a server in a suitable country, copy its parameters (IP and port) and add them to the browser following the instructions on the website (example in the screenshot).
