- First— enable VPN or proxy. Thanks to this, the application will be able to connect to the Telegram servers and get a new list of IP addresses that have not yet been blocked. After that, you can even turn off the VPN or proxy, and Telegram will most likely continue to work.
- Second- wait for a push notification from Telegram with updated settings (that is, a list of new IP addresses).
1. Using the database of European or American proxy servers in the program settings
