The Russian Agency for Medical and Social Information AMI and the International Information Agency "Russia Today" with the organizational and consulting assistance of the Central Research Institute for the Organization and Informatization of Health of the Ministry of Health of Russia and with the support of the Ministry of Health of the Russian Federation for the first time assessed the quality of medical care provided by Russian medical organizations in primary link, on the basis of which a pilot study of polyclinics in Russia was prepared.
The list includes 1283 polyclinics providing assistance to children (325 polyclinics), adults (422 polyclinics), mixed (536 polyclinics) population from 80 regions of the Russian Federation.
As part of the study, the activities of polyclinics were considered according to 44 primary parameters, which were combined by the authors into 18 estimated indicators, on the basis of which the final adapted total index of well-being of the obtained values was formed for each medical organization, region, federal district of the Russian Federation.
As part of the project, a popular vote has been opened - anyone can express their attitude towards a particular clinic. To participate in the voting, it is necessary to go through authorization and answer questions about whether they know their treating doctor (therapist), whether their doctor always explains the tactics of treatment, how long the patient has to wait for the appointment and examination of the doctor, whether patients are satisfied with the work of the medical institution as a whole. According to the results of the individual answers of each respondent, the assessed polyclinic can receive from 0 to 10 points.
The study contains data from a pilot approbation of the assessment of indicators to determine the level of quality of delivery and accessibility of medical care by medical organizations on an outpatient basis.
As part of the improvement of the project, the list of assessed indicators will be revised and objectified, which more fully reflect the activities of medical organizations. Currently, work is underway to refine and adapt the methodology used, supplement the estimated indicators and groups of medical organizations, which will result in an increase in the reliability of determining the well-being index of indicators, involvement in the study of all medical organizations providing medical care to the population on an outpatient basis and having an attached population and adaptation to existing system accounting and reporting documentation. Work on improving the rating is planned to be completed by the beginning of 2016.
