Obama's Executive Order "To Block the Property of Certain Persons and Prohibit Certain Transactions with Respect to the Crimean Region of Ukraine" prohibits "the export, re-export, sale or supply, directly or indirectly, of any goods, services or technology from the United States or by a person of the United States, wherever located in the Crimean region of Ukraine. Obama’s “Crimea” decree does indeed imply that the embargo also applies to Internet services, confirms Cliff Burns, a Washington-based sanctions and export control lawyer for Bryan Cave: “The fact that services like Gmail are free doesn’t change anything.” According to Burns, this is “somewhat surprising,” given that all other US sanctions programs, including Iran’s, allow for a free access exception. civilian population to Internet services and communication applications.
