Check the technical parameters of the headphones, especially pay attention to the resistance

The higher the headphone impedance, the more power the headphone amplifier needs to have. If you connect high-impedance headphones to a conventional built-in sound card, you can get a quiet, loose and flat sound that is absolutely not good or high-quality.

Increasing the volume with sound leveling
Step 1 - playback devices

Step 3 - Turn on Volume Leveling
Now find the "Additional Features" tab, and in it check the box next to the "Volume Equalization" function, and then click on the "OK" button.
After this operation, the sound in the headphones should become louder, however, this function significantly reduces the dynamic range of the sound, i.e. quiet sounds become louder than they are in the recording, and loud sounds become quieter. Those. the sound card tries to bring the volume of all sounds to a certain average value. That's why I called this method a last resort, tk. you will get an increase in sound volume due to the deterioration of its audio characteristics significantly affecting perception.
Increasing the volume of the sound in the headphones due to the equalizer
I consider this method the most barbaric, because it introduces strong distortions in the reproduced sound, up to driver overload and the appearance of crackling and noise. But in some cases, it can really help increase the overall volume of the sound in the headphones. But I don't recommend you use it for extended use, you will hear seriously distorted sound all the time, which is not right.
Find the graphic equalizer in the settings of your sound card. I will show you on the example of my card - Sound Blaster ZxR, in your case the menu will look different, but the meaning remains the same. If you have a built-in sound realtek card, then you need to get to the map management menu through the control panel.
Step 1 - Increase the overall volume level with the equalizer
Please note that I raised the rightmost slider to the maximum value. It is responsible for the overall volume level, in this case I did not touch each of the frequency ranges separately. Theoretically, this means that the sound should not be severely distorted when amplified. But, as experience tells me, not all graphic equalizers have a master volume control, so next I will show you how to increase the volume in a regular equalizer.
Step 2 - increase the volume in the headphones by raising the volume of all audio frequencies
Now I raised the volume of each knob to the maximum level, but did not touch the general knob, because. in your case it may not be. Now the volume in the headphones should reach the maximum value, however, I want to warn you again that I do not recommend using this method on an ongoing basis due to the strong distortion of the audio signal.
Increase the sound volume in the active application

Almost every application, whether it's a music player, a game or a movie player, has its own volume control. Make sure it is set to 80, 90 or 100%. Of course, it makes sense to set such a value if your sound is still quiet, in the normal case, the volume level in the system should be set to 100%, and in the application to the value that is comfortable for you.
That's all the ways I know to increase the volume in the headphones. If none of the above methods helped you, then I have bad news for you, either the headphones are broken, or sound equipment, or you are connecting high-impedance headphones to equipment that is not designed to operate in this mode.

Amplifier control implemented programmatically, so in Windows systems need to press left button mouse on the speaker icon in the lower right corner next to the clock and drag the slider that appears up.
